Gecex adds 24 NCM codes to its tariff increase list, with import duty of 9% to 20% from 17 October 2026 to 16 October 2027.
Gecex Resolution No. 963, dated 2 October 2026 and published in Brazil's Official Gazette (DOU) on 5 October, adds 24 distinct NCM codes, some with an ex-tarifário (an exception within an NCM code, with its own rate), to the list of tariff increases for trade imbalances arising from the international economic situation. Gecex is the executive committee of Brazil's Foreign Trade Chamber (Camex), and the list is Annex IX of Gecex Resolution No. 272/2021. The decision comes from the 240th Ordinary Meeting, held on 27 August 2026. The act took effect on publication, but the 30 lines of its Sole Annex apply from 17 October 2026 to 16 October 2027. The data follow the text of Resolution No. 963 in the DOU; the current wording of Annex IX has not been checked in full.
The Import Duty (II) on these lines runs from 9% to 20%. Twenty of the 30 lines are set at 20%, among them sodium bicarbonate (NCM 2836.30.00), ethyl acetate (2915.31.00), adipic acid (2917.12.10) and propylene copolymers (3902.30.00). Six lines are set at 12.6%, such as phenol (2907.11.00). The other four carry 17.5% (phosphoric acid with iron content below 750 ppm, 2809.20.11), 10.8% (sodium chlorite, 2828.90.20), 18% (3903.11.20) and 9%. The 9% belongs to ex-tarifário 001 for haemodialysis-grade sodium bicarbonate, while the line for the same NCM 2836.30.00 without the ex is at 20%.
There is a labelling discrepancy that calls for careful reading. The DOU says the products are included in Annex IX. The page of the Ministry of Development, Industry, Trade and Services (MDIC) on the decisions of the 27 August meeting treats the approved proposals as a renewal, for 12 months, of requests from Abiquim, the chemical industry association. Which rate applied to each NCM before 17 October is a check that reading the resolution alone does not settle.
<strong>Importers.</strong> The gap between 9% and 20% within one NCM shows that the ex-tarifário and the product description decide the bill. For cargo arriving around 17 October, the applicable rate must be settled before the import declaration is registered, with NCM, ex and description checked line by line. The mistake surfaces later, in an assessment, a tax difference or held cargo.
<strong>Exporters.</strong> The resolution concerns imports, not exports. Its effect reaches exporters through the cost of the chemical and plastic products your company buys, from a foreign supplier or from an importer in Brazil. With a sale price fixed by contract, the decision is to know before 17 October which items on your purchase list are among the 24 NCM codes.
<strong>Freight forwarders and NVOCCs.</strong> Your importing customers feel the change first. Those with cargo afloat and arrival close to 17 October will ask which rate applies, and a container left standing while the customer decides generates demurrage and detention. Mapping which customers move these NCM codes, and when each cargo arrives, is work for before 17 October.
Our take
the decision this week is one of mapping: identify which NCM codes and ex-tarifários your company, or your customers, import among the 24 on the list, and which rate applies to cargo arriving around 17 October. The answer mixes NCM, ex, product description and the current wording of Annex IX, and the DOU speaks of inclusion where the MDIC speaks of renewal. Cargo classified under the wrong line becomes a tax difference, a fine or a standing container, and the bill is settled before arrival, with the list read line by line.
Questions for your company
- Importers: Which NCM codes and ex-tarifários in your imports appear in the Sole Annex of Gecex Resolution No. 963, and does the product description match the line?
- Importers: For cargo arriving around 17 October, who confirms the applicable rate before the import declaration is registered?
- Exporters: Which chemical and plastic products your company buys are among the NCM codes on the list, and does the contract sale price absorb the rate?
- Freight forwarders and NVOCCs: Which of your customers move the NCM codes on the list, and which of their cargoes arrive around 17 October?
- Freight forwarders and NVOCCs: If a customer holds the container while deciding on classification, who bears the demurrage and detention under your contract?
- All: Who checks the current text of Annex IX, given that the DOU speaks of inclusion and the MDIC of a 12-month renewal?
In numbers
- 24
- distinct NCM codes across the 30 lines of the Sole Annex, some with an ex-tarifário
- 20 of 30
- lines with Import Duty of 20%, the ceiling of the list
- 9%
- the floor: haemodialysis-grade sodium bicarbonate, NCM 2836.30.00 ex 001
- 12 months

The list piles up at the ceiling: 20 of the 30 lines sit at 20% Import Duty. The 9% floor is an ex-tarifário, and the line for the same NCM 2836.30.00 without the ex is at 20%. Every line applies from 17 October 2026 to 16 October 2027.

What changed
Gecex adds five NCM codes to the Common External Tariff exceptions list
Gecex
Gecex Resolution No. 969, dated 2 October 2026, amends Annex V of Gecex Resolution No. 272/2021, the list of exceptions to the Mercosur Common External Tariff (TEC), to add five products. The one under NCM 2905.59.90, which the Ministry of Development, Industry, Trade and Services (MDIC) identifies as sodium isethionate, carries a rate of 10.8% since 6 October 2026, with no end date given. The other four (NCM 3901.10.30, 3901.20.29, 3902.10.20 and 3907.61.00) carry a rate of 20%, from 17 October 2026 to 16 October 2027. Two of these lines carry the wording "sem carga", and NCM 3907.61.00 requires a viscosity of 78 ml/g or more.
Gentil reading: The rate applies to the product the description covers, and terms such as "sem carga" and viscosity are confirmed on the supplier's technical sheet, not in the NCM code. For importers and freight forwarders, the question is which cargo arrives after 17 October and under which of the five lines it falls.
Gecex adds nine ex-tarifários and makes the micro-fan one definitive
Gecex
Gecex Resolution No. 973, dated 6 October 2026, deals with ex-tarifários (exceptions within an NCM code for specific goods) for capital goods and for information technology and telecommunications goods. The ex-tarifário under NCM 8414.59.10 No. 010, for micro-fans, will apply until 30 March 2027 and is granted on a definitive basis, counting from the provisional grant. The resolution adds six ex-tarifários to the Sole Annex of Gecex Resolution No. 780/2025 and three to that of No. 781/2025. Examples include automated storage and retrieval systems (NCM 8428.90.20 No. 002), until 30 April 2028, and large wheeled loaders for mining (NCM 8429.51.21 No. 001), until 30 March 2028.
Gentil reading: Whoever imports machinery must read the ex-tarifário against the equipment that will ship: the act's description and term decide whether the benefit reaches your import. Each ex has its own number and deadline, and the deadline that matters is the period in which the machine arrives and clears.
ANTAQ: waterway transport totals 374.6 billion TKU in 2025, up 9.81%
ANTAQ
Brazilian waterway transport produced about 374.6 billion TKU (useful tonne-kilometres) in 2025, its highest output in five years. This comes from the biennial TKU study, approved by the board of ANTAQ, Brazil's waterway transport regulator, at meeting No. 619 on 24 September 2026 and released on 7 October 2026. The rise over 2024 was 9.81%, with inland navigation at 42.70 billion TKU (up 21.06%) and coastal shipping (cabotagem) at 286.92 billion (up 6.49%). Inland navigation and coastal shipping together total 329.62 billion (up 8.18%), against 408.20 billion for rail (up 2.50%), a comparison that ANTAQ says is not an assessment of efficiency, productivity or costs.
Gentil reading: For freight forwarders and NVOCCs offering coastal shipping and inland navigation as an alternative, the figure is aggregate volume, not cost or service level. The full study has not yet been published, and it is there that we will see what lies behind the Paraguay River, up 195.04%, and the Paraná-Tietê, down 31.77%. Switching mode in a contract takes data for your own route, not the national average.
